Alcoholism, Drug Abuse, Mental Health, and Treatment in Minnesota

Minnesota Summary:

Despite being such a small state, Minnesota is a leader when it comes to providing care, treatment and access to residents struggling with drug addiction, alcoholism or mental health problems. This is important, given that Minnesota sees its fair share of drug abuse problems. Especially in more urban areas like Minneapolis and St. Paul, heroin and methamphetamine use are increasingly cited when residents are admitted to the state’s drug rehab programs.

In Minnesota, there are a plethora of treatment centers for substance abuse and mental health. The well-known Hazelden Betty Ford Foundation has five different facilities located in and outside of the Twin Cities, making Minnesota a popular option for out-of-state residents seeking treatment for addiction.

Quick Minnesota statistics:

  • Minnesota state population: 4.5 million
  • 2% of Minnesota residents report using any illegal drug besides marijuana in the past year
  • 5.5% of adults in Minnesota meet the criteria for having an alcohol use disorder
  • An estimated 4% of Minnesota residents have a serious mental illness
  • Marijuana is the most used drug among adults in Minnesota, with 7% reporting some use of marijuana in the past year

Alcoholism in Minnesota

Compared to other states, Minnesota ranks high for instances of deaths due to alcohol poisoning. Roughly 20% of Minnesota adults report engaging in binge drinking, which is significantly higher than the national average. However, underage drinking is declining in the state, which is a good thing. In 2013, 14% of ninth-grade students said they drank alcohol in the past 30 days -- half the rate it was a decade ago.

In Minnesota, there are both luxury and payment-assisted facilities that provide treatment for alcohol abuse and addiction. The Hazelden Betty Ford Foundation has a luxury rehab facility in Minnesota in Center City (northeast of Minneapolis). The renowned Betty Ford program combines the latest research, evidence-based practices and 12-step principles to provide a holistic approach to overcoming alcoholism. The facility offers both inpatient treatment and an outpatient weekday program.

For those in need of a payment-assisted rehab option, the Central Minnesota Mental Health Center is a nonprofit facility located in Buffalo (northwest of Minneapolis). The center provides treatment for those struggling with alcoholism and co-occurring mental health issues like depression, anxiety or bipolar disorder. All residents of Benton, Sherburne, Stearns and Wright counties are eligible for the center’s services. The Central Minnesota Mental Health Center is open to adults, young adults and children and accepts Medicaid and Medicare.

Drug Abuse in Minnesota

From 2014 to 2015, drug overdose deaths in Minnesota increased 11%. The state is primarily concerned with the use of heroin and methamphetamines, especially among young people. In 2015, an estimated 16% of admissions to treatment programs in the Minneapolis/St. Paul metropolitan area were for heroin. That same year, heroin admissions exceeded the number of marijuana admissions for the first time.

The state of Minnesota has a number of rehab facilities that specialize in substance abuse recovery and treatment. In addition to its Center City location, the Hazelden Betty Ford Foundation has other luxury facilities in Minnesota that offer treatment for drug abuse and addiction. The Hazelden Betty Ford rehab center in the Minneapolis suburb of Plymouth is open to young adults ages 12-25, and it provides medication-assisted treatment for opioid addiction. Opioid addiction can include abuse of illegal drugs like heroin or prescription drugs like Oxycontin, Vicodin and Percocet. Hazelden’s Plymouth location also has a family program, which is designed to help parents and siblings affected by addiction.

Located on the Leech Lake Reservation in the town of Cass Lake, Leech Lake - Opioid Treatment center is a payment-assisted rehab facility that focuses on a holistic approach to opioid addiction. The treatment center provides assistance to patients who are experiencing domestic or intimate partner violence and also offers primary healthcare, behavioral health services and other resources to residents in the Leech Lake community.

Mental Health in Minnesota

According to data from 2014, roughly 4% of adults in Minnesota have a serious mental illness. This rate is similar to the national average. However, in the past 15 years, suicide deaths involving drugs have increased significantly in Minnesota. In 2010, the Kaiser Family Foundation ranked Minnesota 15th in the nation for mental health care spending per capita.

Minnesota has a number of options for residents in need of mental health services or treatment. Along with its other centers in Minnesota that provide treatment for substance abuse, the Hazelden Betty Ford Foundation also has luxury facilities that specialize in mental health issues or disorders. The Betty Ford clinic in St. Paul provides mental health care for patients and helps residents address issues such as post-traumatic stress disorder, anxiety and depression. Hazelden’s St. Paul facility is located inside a historic mansion overlooking the scenic bluffs of the Mississippi River.

Southwestern Mental Health Center is a payment-assisted facility located in Jackson, a small city in the southwest corner of Minnesota. The center provides an array of mental health services and offers different types of therapy options, including cognitive behavioral therapy (CBT), group therapy, couples therapy, nicotine replacement therapy (NRT) and Eye Movement Desensitization and Reprocessing (EMDR). EMDR is a therapy modality that helps the brain reprocess memory, which can significantly reduce the intensity of remembered traumatic incidents. Southwestern Mental Health Center accepts Medicaid, Medicare, other health insurance plans and military health insurance.

Does Medicaid cover drug rehab in Minnesota?

There are many different types of rehab centers in Minnesota that accept Medicaid and offer other low-cost treatment financing options. Due in part to the Mental Health Parity and Addiction Equity Act (MHPAEA), health insurance companies — which includes Medicaid — are prevented from providing less favorable coverage options for substance abuse disorder or mental health treatment. Medicaid is required to cover treatment for alcoholism, substance abuse, drug addiction and also provide coverage for counseling, clinic visits and residential and outpatient treatment.

In Minnesota, Medicaid is known as Medical Assistance (MA). Medical Assistance is a state-run healthcare program that pays medical expenses for people who are disabled, young, elderly, poor or pregnant. For residents who meet the program’s requirements, MA provides coverage for medical services including doctor visits, hospital stays and prescription drugs.

Minnesota’s Disability Benefits 101 website provides an overview of the state’s Medical Assistance coverage and can help residents determine if they qualify for the program. Those who don’t quality for MA may qualify for MinnesotaCare, a public program that helps residents with low to middle-income status pay for medical expenses. Minnesota’s health insurance marketplace is called MNSure, which also has information on enrolling in a health care plan for those who do not qualify for MA or MinnesotaCare.

Where is the Hazelden Betty Ford clinic located in Minnesota? How much does Hazelden cost?

The Hazelden Betty Ford Foundation has five facilities in Minnesota that provide different types of services and treatment options:

Hazelden in Center City — An inpatient and outpatient treatment center located north of Minneapolis. Hazelden in Center City specializes in treatment for opioid addiction, is open to men and women, and has designated programs for health professionals and nurses struggling with addiction.

Hazelden in Chaska — Located southwest of Minneapolis, Hazelden in Chaska provides outpatient addiction treatment for adults over the age of 18. The facility also offers a Teen Intervene program and has a Families in Recovery support group.

Hazelden in Maple Grove — An outpatient rehab facility located in a suburb of the Twin Cities. Hazelden in Maple Grove provides specialized mental health care for addiction treatment patients and also has a program focused on lifelong recovery from substance abuse.

Hazelden in Plymouth — Located outside of Minneapolis, this facility offers a comprehensive, inpatient or outpatient alcohol and drug rehab program for young adults ages 12 to 25.

Hazelden in St. Paul — Located in a historic mansion along the Mississippi River, Hazelden in St. Paul is an outpatient facility open to adult men and women. The facility provides treatment for opioid addiction and also has day treatment and structured sober living options for residents.

The cost of treatment at a Hazelden Betty Ford clinic in Minnesota varies. Hazelden accepts many different types of health insurance plans, which can help reduce out-of-pocket expenses.

Minnesota: Looking Ahead

In recent years, Minnesota has made many changes to its healthcare system, which has resulted in greater access to programs and services for drug addiction, alcoholism and mental health treatment.

In addition to a Medical Assistance program and MinnesotaCare, the state also has its own MNSure health insurance marketplace. This gives people in Minnesota multiple options for health care coverage and assists low-income residents in getting help for addiction or co-occurring substance abuse and mental health issues.

A leader in providing treatment for addiction, Minnesota can be a great option for out-of-state residents in need of assistance for alcohol or drug abuse. For in-state residents, low-cost options and payment-assisted rehab centers are located throughout the state. In Minnesota, there are many ways one can receive treatment and services for substance abuse or mental health problems.
